Features

Everything a small water utility needs

Built around how small water utilities actually work, not enterprise software repackaged and priced for enterprises.

Smart Billing & Invoicing

Invoices auto-generated from meter reads: flat, tiered, or volumetric rates, minimum charges, and share assessments.

Online Customer Portal

Owners and tenants log in to view balances, pay by card or ACH, and set autopay. Card-fee pass-through, checks, and reminders included.

System Map

Every connection and supply source on a built-in map, no GIS subscription needed. Esri users get nightly ArcGIS Online publishing.

AMR/AMI Integration

Import drive-by or fixed-network reads by CSV (Badger, Neptune, Itron, and Sensus presets), or connect Badger BEACON for nightly reads.

Spigot Field App

iOS app for capturing reads with camera OCR, custom routes, and full offline mode. Readings sync the moment you're back online.

QuickBooks & Accounting Exports

Sync each billing period to QuickBooks Online, or export IIF and CSV journals, with double-post protection.

Water Accounting & State Reports

Compare water produced against water billed, by zone or system-wide, to catch loss early. Includes a California eAR/SAFER worksheet pre-filled from your own data.

Customer & Share Management

Owners, tenants, mailing addresses, and share assignments in one place. Bill the owner or renter per connection.

Secure by Design

Encrypted in transit and at rest, admin-only controls for rates and voids, an append-only audit log, and read-only auditor access.

How It Works

From meter to money in four steps

Four steps, every month.

1

Read Meters

Field staff capture reads in the iOS app, you import the month's AMR file, or a connected AMI system delivers them overnight.

2

Generate Bills

Spigot calculates usage, applies your rate structure, and generates invoices for every account.

3

Send & Collect

Invoices go out by email or mail, with past-due reminders and custom notices. Accounts pay online, by check, or in person.

4

Report & Repeat

Pull billing summaries and delinquency reports for your board, then post the period to QuickBooks.

Built in the Field

Designed with a working water company, not in a vacuum

Spigot is built hand-in-hand with a California mutual water company. No feature ships until office staff have run a full billing cycle on it.

Monthly billing runs (tiered rates, share assessments, purchased-water allocation, and late fees) are tested on a full month of live billing before every release.

RB
Real billing cycles
Validated with a working Ojai-area mutual

Meter routes, camera reading capture, and offline sync are tested on actual hillside routes, spotty cell coverage included, by the people who walk them.

FA
Field-proven app
Reads captured on real routes, not test data

Board packets, delinquency aging, and state reporting exports answer the questions a real board asks every month.

BR

Shaped by real board meetings
Pricing

Pricing that fits your company

Every water system is different, so we quote per company. No per-user fees, no module upsells.

FAQ

Questions small water utilities ask

Straight answers to what boards and office staff want to know before switching billing software.

What is Spigot, and who is it built for?
Spigot is billing and operations software for small water utilities: mutual water companies, community water systems, and rural water districts. It generates invoices from your meter reads and supports flat, tiered, and volumetric rates, minimum charges, purchased or wholesale water allocation, and late fees, plus the share assessments and ownership tracking that shareholder-owned mutuals need.
We have years of records in spreadsheets or an older system. How hard is it to switch, and are we locked in?
We handle the full data migration from your spreadsheets or legacy system and train your whole team as part of onboarding. Email support is included after launch. You keep full ownership of your data, can export your core records as CSV at any time, and receive a full copy of everything if you ever leave, so you are never locked in.
We read meters with a drive-by (AMR) system. Can Spigot use those reads?
Yes. Import each cycle's file by CSV, with presets for Badger, Neptune, Itron, Sensus, Zenner, and Kamstrup formats, serial-number matching, and a saved mapping so next month's file imports itself. Or connect a supported AMI system like Badger BEACON and reads flow in automatically each night. Imported reads run through exactly the same billing math and safety checks as reads entered by hand.
How can our customers pay their water bills, and is it safe?
Customers can pay online by card or ACH bank transfer, enroll in optional autopay, or keep paying by check, while your office keeps one complete record of who has paid. Payments are processed by Stripe, a PCI-compliant provider, and Spigot never stores card or bank numbers. You can also turn on an optional card-fee pass-through so card payers cover their own processing cost.
Can we bill a tenant or renter instead of the property owner?
Yes. Each service connection can bill its owner or a tenant. Tenants get their own portal login and pay their own bill, while ownership charges like share assessments stay with the owner. Mixed setups are fully supported: some connections owner-billed, some tenant-billed.
Does Spigot work with QuickBooks or our accounting software?
Yes. Connect QuickBooks Online and post each billing period's summary journal directly, or export it as an IIF file for QuickBooks Desktop or a debit/credit CSV for Xero, Wave, and spreadsheets. Spigot keeps track of what you have already posted or exported and warns you before anything double-posts, so your books stay clean.
Can we see our system on a map, and does Spigot work with Esri ArcGIS?
Yes to both. Spigot includes a built-in system map that plots your metered connections and supply sources, with no GIS subscription required. And if your company uses Esri, connect your ArcGIS Online organization with a one-time sign-in and Spigot publishes your service locations as a hosted feature layer in your own org, refreshed nightly and ready to drop into web maps and ArcGIS Field Maps.
Who owns our data, and is our customers' information secure?
You retain full ownership of your billing and customer data under our Terms, and you can export your core records (accounts, meters, readings, bills, payments, shares, and rates) as CSV at any time, plus a full copy of all your records on departure. Your data is encrypted in transit and at rest in our cloud database, and sensitive controls like rates, settings, and voids are limited to administrators.
How much does Spigot cost, and are there hidden fees?
Spigot is a one-time setup fee plus a flat monthly subscription, sized to your company, with no per-user fees and no add-on modules to buy later. We quote each system individually, based on your number of service connections.
